City Council Minutes — 08/12/02 <br />Page 25 <br />feasibility reports to final construction, and funding <br />sources. <br />Councilmember Maschka asked if staff had found any <br />irregularities in their review of the projects. <br />Mr. Miller responded in the negative, and stated that he <br />had reviewed the findings with Mr. Al Sands, a resident <br />who had originally expressed his concerns about the <br />City's use of Minnesota State Aid (MSA) funds. <br />Mayor Kysylyczyn called Mr. Sands to podium for <br />comments. <br />Al Sands, 2612 Aldine, stated that on July 15, 2002, he <br />had originally expressed his concerns that the City was <br />"double-dipping" and charging two sources for the same <br />cost: the MSA fund and special assessments to property <br />owners. Mr. Sands stated that he stood by his original <br />statement, and asked for a meeting with City Manager <br />Beets. <br />No action was taken by the City Council. <br />VI. Organizational Business <br />A. Consider Authorizing the Police Department to Fill a Police Department <br />Sergeant and Police Officer Vacancyhes Vacancy/ies <br />Acting Police Chief Sletner discussed the various <br />vacancies in the department, and provided a bench <br />handout further highlighting the Records Technician <br />position duties. Ms. Sletner advised that, after <br />preparation of her original request, she had received <br />notice of the resignation of the only trained and certified <br />Record Technician, and had released one additional <br />probationary officer. <br />Councilmember Klausing arrived during the discussion at <br />approximately 9:47 p.m. <br />
