City Council Minutes — 08/12/02 <br />Page 26 <br />The Acting Police Chief asked for Council action on the <br />Records Technician position at a minimum tonight, as it <br />was critical that the Records Technician position be filled <br />in a timely manner, given the substantial training <br />required. <br />Discussion items included the Sergeant position opening <br />due to a retirement within the department; review of the <br />Police Sergeant and Police Records Technician job <br />descriptions; ratio of officers to population; sergeant <br />testing options, requirements and costs; duty shift <br />rotations and duties; <br />Councilmember Kough stated that he was preparing a <br />proposal for Council review at their next meeting to <br />consider elimination of the Assistant Police Chief <br />position and creation of a Captain position to continue <br />coordination with the Chief to absorb duties. <br />Councilmember Schroeder asked City Manager Beets for <br />an update on the status of hiring a Police Chief. <br />City Manager Beets responded that interviews had been <br />completed and the selection had been narrowed from four <br />(4) to two (2), with staff being close to making an offer. <br />Mr. Beets stated that he was reluctant to offer the position <br />at this time, with Council discussions on eliminating the <br />Assistant Chief position, due to its impact on a future <br />Chiefs personnel options, but the offer could be made <br />and potentially filled by the end of August. <br />Acting Police Chief Sletner compared the difference in <br />past staffing and today's rotation schedule, stating it was <br />driven by more officers needing supervision, as well as <br />their youth in age and experience. <br />Klausing moved, Maschka seconded to authorize testing <br />for promotion of internal officer to a sergeant position. <br />After further discussion, Klausing moved and Maschka <br />seconded amendment of the motion to include testing not <br />
