Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes - Page 4 <br />City Attorney Jainnik stated the Council's only <br />involvement was as it related to the City's ex-officio <br />representation on the Fire Relief Association Board. <br />Mayor Kysylyczyn stated that he sat on the Fire Relief <br />Association Board, and was not speaking on behalf of <br />them; but believed it was an important item to bring <br />forward to the City Council at this time, due to City <br />contribution of funds to the Relief Association; and the 2% <br />allotted from commerClal insurance policies provided by <br />the state and divided by Relief Associations. Mayor <br />Kysylyczyn anticipated questions being raised as the issue <br />progresses through the system, and may gain media <br />attention. Mayor Kysylyczyn further stated that the Relief <br />Association has hired the services of an Attorney, who <br />will be recommending that the membership make changes <br />to their by-laws, as addressed by the State Auditor, and <br />will be brought before the membership at their annual <br />January meeting. <br />In an unrelated matter involving the City of Roseville Fire <br />Department, Mayor Kysylyczyn referenced a petition <br />received by the City Council from the Fire Department, <br />dated September 3, 2002; and expressed concerns <br />regarding political activities occurring while deparhnent <br />personnel were on duty. <br />City Manager Beets asked, for the benefit of those not <br />having seen the petition, that the mayor read the short <br />petition out loud. Mr. Beets clarified that this <br />correspondence was given to him by two non-management <br />individuals who work part-time in the Fire Department, <br />with a request that he include it in the Council's weekly <br />mail. Mr. Beets added this was standard procedure for <br />information directed to Councilmembers, and had not been <br />circulated by Fire Administration or City Administration <br />personnel. <br />Mayor Kysylyczyn stated that he had received calls from <br />several department personnel who had felt under pressure <br />to sign the petition; and calls from others who stated their <br />
