Regular City Council Minutes — 09/30/02 DRAFT Minutes - Page 4 City Attorney Jainnik stated the Council's only involvement was as it related to the City's ex-officio representation on the Fire Relief Association Board. Mayor Kysylyczyn stated that he sat on the Fire Relief Association Board, and was not speaking on behalf of them; but believed it was an important item to bring forward to the City Council at this time, due to City contribution of funds to the Relief Association; and the 2% allotted from commerClal insurance policies provided by the state and divided by Relief Associations. Mayor Kysylyczyn anticipated questions being raised as the issue progresses through the system, and may gain media attention. Mayor Kysylyczyn further stated that the Relief Association has hired the services of an Attorney, who will be recommending that the membership make changes to their by-laws, as addressed by the State Auditor, and will be brought before the membership at their annual January meeting. In an unrelated matter involving the City of Roseville Fire Department, Mayor Kysylyczyn referenced a petition received by the City Council from the Fire Department, dated September 3, 2002; and expressed concerns regarding political activities occurring while deparhnent personnel were on duty. City Manager Beets asked, for the benefit of those not having seen the petition, that the mayor read the short petition out loud. Mr. Beets clarified that this correspondence was given to him by two non-management individuals who work part-time in the Fire Department, with a request that he include it in the Council's weekly mail. Mr. Beets added this was standard procedure for information directed to Councilmembers, and had not been circulated by Fire Administration or City Administration personnel.
