Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes - Page 6 <br />Mr. Rossini continued expressing his concerns regarding <br />current fire department operations and practices. <br />Councilmember Klausing asked Mayor Kysylyczyn's <br />permission to address Mr. Rossini. <br />Councilmember Klausing stated that he, and other <br />Councilmembers, had unfortunately missed the first part <br />of Mr. Rossini's comments, as they were unclear as to the <br />reconvening time of the meeting. Councilmember <br />Klausing sought clarification of the discussion topic, and <br />the intent of the picture of signage and its location. <br />Mr. Rossini reviewed his issues; and further addressed <br />Fire Relief Association pension issues. <br />Mayor Kysylyczyn addressed the issue of alleged abuse of <br />city equipment; use of fire department pagers to report <br />recent or upcoming media coverage, expressing his <br />opinion that it was an inappropriate use of the city's pager <br />system to provide political broadcasts to active fire <br />department members. <br />City Manager Beets questioned if Mayor Kysylyczyn <br />didn't also have a"Save Roseville" sign in his yard, and <br />why there was a difference in Council and employee use <br />of their First Amendment rights. <br />Carol Gasaway, 2777 Dale Street <br />Ms. Gasaway expressed appreciation to Councilmember <br />Klausing for his previous comments; further stating that <br />she had placed the "Save Roseville" sign in her front yard <br />at 2777 Dale Street, and intended to enjoy her First <br />Amendment rights, the same right as any citizen. Ms. <br />Gasaway stated that her support of this movement was due <br />to her concerns with treatment of City staff. <br />Mayor Kysylyczyn stated that he, and Councilmember <br />Schroeder, had attempted to bring several personnel issues <br />to staffs attention, but were met with resistance; therefore <br />he felt the need to bring them forward in a public forum. <br />
