Regular City Council Minutes — 09/30/02 <br />DRAFT Minutes - Page 14 <br />three options discussed with staff: <br />1) Removal of the three entry monuments adjacent to <br />Larpenteur Avenue, east of Lexington, at a cost of <br />$5,000 - $10,000; <br />2) Installation of a"No Right Turn on Red" sign on <br />southbound Lexington at Larpenteur at a cost of <br />$100; and <br />3) Do nothing if the Ramsey County recommendation <br />is that enough intersection control is in place. <br />Mr. Soler had no record of any complaints received on the <br />County level; with their only complaints received by and <br />forwarded to them by the City of Roseville. Mr. Soler <br />stated that there were no recorded accidents at that <br />intersection due to the monument installation; and that a <br />limited number of vehicle turns on red from Lexington <br />onto Larpenteur were recorded at that intersection. <br />Mr. Soler further stated that the County's first <br />recommendation would be to fully clear the sight lines, but <br />given their existence, would agree to Option 2, providing <br />for installation of a"No Right Turn on Red" sign, to <br />further determine any negative impacts. <br />Mr. Soler had reviewed the effects of Option 2, stating that <br />there was more through traffic on that intersection, which <br />should not be unduly affected by a limited right turn <br />restriction. Mr. Soler stated the intersection's largest <br />movement is east to west on Larpenteur and any additional <br />time taken away from movement would be a negative. Mr. <br />Soler stated that turning movement counts indicate that <br />putting up a"No right Turn on Red" sign would only <br />delay southbound, right turn vehicles. <br />Councilmember Maschka supported installation of the <br />signage as the least expensive remedy. <br />Dick Lambert, 800 Brenner <br />Mr. Lambert asked if any study had been given to moving <br />the moving the monuments to the north side of the <br />sidewalk. <br />
