Regular City Council Minutes — 09/30/02 DRAFT Minutes - Page 14 three options discussed with staff: 1) Removal of the three entry monuments adjacent to Larpenteur Avenue, east of Lexington, at a cost of $5,000 - $10,000; 2) Installation of a"No Right Turn on Red" sign on southbound Lexington at Larpenteur at a cost of $100; and 3) Do nothing if the Ramsey County recommendation is that enough intersection control is in place. Mr. Soler had no record of any complaints received on the County level; with their only complaints received by and forwarded to them by the City of Roseville. Mr. Soler stated that there were no recorded accidents at that intersection due to the monument installation; and that a limited number of vehicle turns on red from Lexington onto Larpenteur were recorded at that intersection. Mr. Soler further stated that the County's first recommendation would be to fully clear the sight lines, but given their existence, would agree to Option 2, providing for installation of a"No Right Turn on Red" sign, to further determine any negative impacts. Mr. Soler had reviewed the effects of Option 2, stating that there was more through traffic on that intersection, which should not be unduly affected by a limited right turn restriction. Mr. Soler stated the intersection's largest movement is east to west on Larpenteur and any additional time taken away from movement would be a negative. Mr. Soler stated that turning movement counts indicate that putting up a"No right Turn on Red" sign would only delay southbound, right turn vehicles. Councilmember Maschka supported installation of the signage as the least expensive remedy. Dick Lambert, 800 Brenner Mr. Lambert asked if any study had been given to moving the moving the monuments to the north side of the sidewalk.
