Redevelopment is more <br />costly and takes more time than traditional <br />development. If planning proceeds as normal <br />increment; a first phase would not actually <br />ca ture increment until 2005 or later. <br />5.0 SUGGESTED COUNCIL DISCUSSION & DIRECTION: <br />5.1 If, after discussion regarding the proposal and policy issues, Council is interested <br />pursuing the development proposal that Roseville Properties presents, the following <br />are suggested ne� steps. <br />a. Encourage Roseville Properties to make a formal tax increment application <br />and deposit. <br />b. Direct staff to hire a City financial consultant (Jim Casserly would be best <br />suited to do this) to develop tax increment projections based upon Roseville <br />Properties proposal. In addition, identify other sources of funds such as e�sting <br />EPA grants, Metropolitan Council, Ramsey County, HUD, etc. <br />c. Direct staff to work with Roseville Properties regarding <br />1. mix of land uses; high quality and compatibility with the master plan, <br />2. design principles to encourage a neighborhood development with walkable, <br />livable blocks and aesthetically pleasing frontages - staff is in the final stages <br />of preparing specific design principles for Twin Lakes as part of the <br />Metropolitan Council's planning grant <br />3. infrastructure needs such as Twin Lakes Parkway, ponding, trails, 13 5 W ramp <br />4. traffic analysis and how the plan meets compares to the AUAR findings <br />d.
