Roseville Human Rights Commission
Meeting Minutes September 11, 2007
Commissioner McGehee questioned Mr. Miller on how a letter could be addressed to department
heads and employees to get them interested in such a training partnership.
Mr. Miller suggested using the actual formulated brainstorming of the HRC: here's what we've
talked about; here's what we'd like to create with a timeframe and series of proposed training
opportunities or sessions; here's the groups we'd like to get involved; here's the plan; here's
areas we're starting to fine tune; and here's how we plan to get there. Mr. Miller agreed that
words on paper would be more effective in reaching people and would allow departments to be
more informed.
Commissioner McGehee questioned how to interest volunteers in joining the effort.
Mr. Miller suggested stating it as simply as done at tonight's meeting: that the HRC thought it
was important for all City officials to participate in training through one avenue or another,
recognizing that some may already have had training and some may have not had training or
hadn't catalogued that training yet. Mr. Miller suggested the HRC, as an advisory commission,
tell people who they were, what they wanted and who they wanted to be involved. Mr. Miller
used the Ethics Commission as an example in their determination that a base line for ethics
training was the right thing to do and everyone should have training. Mr. Miller opined that he
sensed the HRC coming to the same conclusion and the need was to get people to the table and
find a common comfort level for dialogue.
Commissioners discussed additional content for the letter and concurred that the letter should
convey initiative information from school personnel that this was a suggested focus for the HRC.
Additional discussion included school support for community -wide diversity discussions and
Commissioner's involvement with "Families All Matter" curriculum and her review of and
potential implementation with various elementary schools in the area.
Chair Delmore opined that it was imperative that the HRC receive the data from City staff and
then follow that with another brainstorming session hopefully at the October meeting.
Commissioner Bosch observed that if the letter had been sent by that time there may be
additional feedback available to the HRC.
Chair Delmore asked that as much information as available be provided to Commissioners
before the October meeting.
Commissioner McGehee questioned why only City civil staff was being considered in this
process.
Commissioner Venters clarified that it was his intent to give the Police Department some
deference, recognizing that they may have had some training already and that by a personal e-
mail he may be able to integrate and show sensitivity to their training already in place; with more
generic letters provided to other City departments.
