After Mr. Honchell's presentation, the Mayor then called on Mr. Popovich, city bond consultant, to explain the financing of the proposed improvement. After Mr. Popovich's presentation, all persons present were afforded opportunity to be heard, and the names and addresses of the persons appearing and heard by the Council, and the substance of the views presented by them were as follows: MR. WAYNE KRALL, 240 Transit Avenue: There are only three homes involved in the improvement and they feel there's no problem with the road. Two months ago they were objecting to the construction of a proposed shopping center in the area at a public hearing and were assured they wouldn't have to worry about excess traffic. Now they're told because of expectant excess traffic they have to have a new road. Further said that Ban Con has caused the problem on the road with their heavy equipment. DR. L. F. ARCHBALD, 2450 Galtier: Doesn't feel they should be paying for a new road from which there will be no benefit. Also questioned being assessed for sanitary sewer when they're already connected to it. Mr. Honchell explained that if they were already connected to sanitary sewer or water there would be no further assessment for those improvements. Dr. Archbald said he also objects to paying assessments for the road. Asked about corner lot assessments. MR. PAT RYAN - owns Lot 1: Plans to build. Asked what the time schedule was for the improvement. Mr. Honchell said the work should be completed by next Fall. Mr. Ryan said he was one of the petitioners in favor of the sanitary sewer portion of the improvement.
