Another small <br />structure would be constructed where Matilda and Minnesota <br />intersect to pick up that drainage over the higher land in that <br />(inaudible) . <br /> <br />Other construction would be at the end of Western and <br />Capitol View where we would pick up the drainage coming down <br />the hill and take it to 36 and also a (inaudible) bend on <br />Capitol View. <br /> <br />FROM THE AUDIENCE: <br /> <br />(Inaudible) <br /> <br />MAYOR LINEBARGER: I might explain to the people in the <br />audience that in this hearing we're going to hear from our <br />consultants and then I will open the meeting up to the public <br />for questions you might want to ask and then you can state an <br />opinion as to whether you're in favor of or in opposition to <br />the proposal. <br /> <br />MR. HONCHELL: The other (inaudible) construction of storm <br />sewer would be in the green area where (inaudible) would be <br />installed to pick up the water there, carry it to Bismarck and <br />to Western where there is an existing sewer, plus a small <br />piece that would go into a low area in the back to pick up <br />some trapped water. At sometime in the future, some road <br />construction might be considered in these areas, but it's <br />really not part of this consideration. <br /> <br />The estimated cost for the improvements in area A is <br />approximately $6l,000. It would be my recommendation that the <br />typical assessment procedure be followed if this project is <br />carried forward. I think that concludes my remarks, other than <br />that I do recommend the improvement be done and it be done <br />during this construction season. <br /> <br />MAYOR LINEBARGER: I will ask our fiscal agent, Mr. Peter <br />Popovich, to present a summary of the financing and assessments. <br /> <br />MR. PETER S. POPOVICH: The total cost is $6l,ll3. If <br />we follow the recommendation of the apportionment of the <br />assessments based on the previous formula the Council has <br />adopted, there would be 62 lots assessed at $250 per lot which <br />would raise $l5,500 by assessments. Those would be spread <br />over a 20 year period of time commencing in 1976, together <br />with interest on the unpaid balance of ~~ a year.
