MR. S~W: My home is 391 and then there's the main water
line goes up right along the east side of my lot, between
Western and my house.

MRS. SHAW: Western does't go through at that point.

MR. S~W: Western stops where Capitol View starts in and
36 is below. Then there's our - there's not a storm sewer -
it's a waste sewer between me and 397 and that's west.

MR. HONCHELL: 397 is not involved.

MR. SHAW: Would 39l be involved?

MR. HONCEELL: Part. Part drains to the east and part to
the west and the part draining to the east would be involved.

MR. S~W: There's so much sand I don't see any water
standing there.

MR. LYLE ANDERSON, 2329 Hand Avenue: As a proponent of
this proposal I can see where persons that are abstaining or
desiring not to have this would sign in opposition to it. Take
that particular map and you go two dots immediately below
where his pointer is now at this time - there's a direct and
definite (inaudible) of the land where it drains down to the
south to Minnesota from that point and it drains north toward
Bismarck from the other point and I don't believe it's any
secret that your engineer had two maintenance staff people out
for seven hours fighting this particular water which in turn did
a beautiful job for us for a week except it poured all the water-
and I have no misgivings about the neighbor immediately behind
me - it poured all the water that way. We have seven to lO
inches of water and three to four inches of silt and sand.
That dot on the right between the A and B, is that an existing
home or a new residence?

MR. STRONG: That's a new one.

MR. ANDERSON: They're out of town at this time but
they've expressed a desire for this. One other point of infor-
mation - it does not go through any property at that point. I
believe your next map shows it's within the street itself
draining to Bismarck which is not an approved street, or not in
at least, and then drains out back to Western so it's really
not affecting anybody's property where there'd be any digging,
but it's a necessity on that corner because we do get from -

7
