the petition area. Some people signed the petition not to
put the storm sewer in. ~'hat was as proposed by Charlie at
the watershed district meeting. We did not want that to go
directly in the lake without the purifying in Little Lake
Josephine, so while the petition says we do not want the storm
sewer, I think several people do want a storm sewer but not
the way it was first designed. Secondly, with regard to the
first petition so that this project was put on the agenda,
some people did sign that and feel there is a storm sewer
needed because of the danger to children in the park area..and
the wet basements and streets but when they signed the ori-
ginal petition they had no idea it would go into Lake Josephine.

MAYOR LINEBARGER: You live outside the area?

MR. KELLER: Yes. I feel I have an interest in the pro-
ject because if Charlie's second plan would be adopted it would
benefit the area in which I live and I think the additional
cost of that plan is very small compared to the recreational
area (inaudible) compared to what it costs to build swimming
pools or - Mr. Short can verify what it will cost to dredge
and build a lake if they had expanded Lake Bennett like they
were going to do. The way the lake is, it's going down hill
now and could be another Lake Phalen or Como. An independent
study was done as to the purity of the water in the ditches
being equal to the purity of the water in the lake. That test
wasn't done in the winter time when the salt was on the street
or the summer when people are fertilizing their lawns and as I
understand and from other people, that once this water gets into
the lake these chemicals that get in the lake never do get out
due to evapbration or other ways that the water gets out. Once
the chemicals are in the lake they stay and stay and the lake
gets worse.

MAYOR LINEBARGER: Who would like to be next, and I will
ask again that you give your name and address.

MR. HERBERT JONAS, 3030 North Hamline: Could I make use
of your second projection?

MR. HONCHELL: The shaded one?

12
