<br />MR. JONAS: This one here. My compliments on this excel- <br />lent movie (inaudible). We're dealing with this area right up <br />here where it's flooded. I want to point out that the movie <br />shown showed the deepest level of water in the roadside ditch <br />between here and there. <br /> <br />MAYOR LINEBARGER: The transcript will show the words "from <br />here to here" and nobody will know what that means. <br /> <br />MR. JONAS: From the corner of Lydia up to this first house <br />on the west side of Hamline, and it was stated previously that <br />this road was flooded several times. The reason the road was <br />flooded, if at all, probably is because there's a depression in <br />the road. It's the lowest point. If the grading would be raised <br />up from Brennan's house to this corner the road would not flood. <br />Secondly, the state or county line that goes underneath here was <br />plugged up. It was just opened a few days ago. If it had not <br />been plugged up we would not have had any flood. It's a matter <br />of jurisdiction with the city and county. But to be more tech- <br />nical, I challenged your engineer at the water control board <br />hearing whether any soundings have been taken in this area across <br />from the Lake Josephine Road with Hamline Avenue to see how the <br />soil layers are and the aquifers to find out whether this water <br />which is now on the playground would be able to soak in if this <br />area would be used as a soaking basin and possibly drain over - <br />not into the lake - but maybe to the old swamp across from the <br />Hamline Shopping Center where there's now an apartment house <br />which, incidentally, caused all the trouble to start out with. <br />Furthermore, I think we're talking much too much in big terms of <br />expenses. We don't need this other intricate drainage system if <br />we rely on natural depressions in the (inaudible) which only comes <br />after storms lik~ we had now and let's (inaudible) out all the <br />pollutants and that means phosphates and lead from automobile ex- <br />haust. We don't want that to accumulate in the lake. I think <br />it's very inconsiderate of the city authorities only to address <br />themselves to people within this area that is being affected be- <br />cause this lake is also in Arden Hills. It drains into Lake <br />Johanna and also affects the public county beach so there should <br />be a strong environmental assessment for that reason alone. I <br />live at 3090 North Hamline which is right here and I have seen how <br />this lake deteriorated over the last five years. It used to be <br />clear. Now it's so full of aquatic (inaudible) that my small sail- <br />boar - I got stuck in weeds right in the middle of the lake and <br /> <br />13 <br />
