water we had was when the good Lord sent it down and it came
off our lawns and into streets. As soon as the rain was over
the street was practically dry. Now here we have a sewer -
why this expensive sewer when we don't need it - and this ease-
ment here from Brenner between me and my neighbor - that's not
where the water naturally flows. That was man made at one time.
The natural flow goes to Hamline from Brenner into that circle
where Mr. Schultz' house is stationed in there. All right now,
the village bought that section of land - belonged to the
Readers Digest at one time - Catholic Readers Digest - so the
village bought it and it's a nice playground and they built this
nice (inaudible) on the right hand. Schultz built his house in
the passage of nature's flow of water. Now he sits there float-
ing on a muskeg, you can say. I don't know who owned it before -
Mr. Willmus or not, but I wouldn't say he owned it, but they sold
the property to these people and it used to be a big swamp there -
used to be a tremendous swamp maybe just before the village took
over in Roseville so they filled it in. They pumped it in from
the high spots and shoved that into the low spots to cover up
this muskeg so then it looked nice. Strangers came in and thought
this is where we want to live. So they bought it. Now they're
stuck with it because the good Lord sent down two storms and what
happened was that the drainage over Hamline from Brenner up to
Lake Josephine has been plugged since this spring and I happen
to know it and I told this engineer here and so here the other
day they opened it up and the water disappeared but before it
showed in these pictures. They say, sir, a picture is better
than 10,000 words. 10,000 wo~ds is better than the picture tonight
and I thank you.

MAYOR LINEBARGER: I only counted 9,220 words.

MR. JOHN ROSSI, 1369 Brenner Court: My neighbor, Mr. Schultz
1S right over there and I have to differ with Mr. Sather. The
pictures are true and accurate. He doesn't have to drive through
it. He doein't have to see little youngsters from a year or so
old to 6, 7, 8, using it for bicycle (inaudible) coming off our
driveway, wading around in it pretending to be fishing, and talk-
ing about living on a muskeg, here I beg to differ with him again.
We have no water in our basements. (Inaudible) what comes up on
the front lawn. There is a ditch that either belongs to the
country or city or combination that they try to make water run up
hill. We get the drainage almost from Snelling way down into the

15
