<br />consists of a 24 foot wide, 9 ton pavement plus concrete curb <br />and gutter on each side, the necessary storm drainage facilities <br />to carry the run off, and water services which will be put in <br />place to serve the property on the west. It is anticipated <br />that this work will be done in conjunction with the Minnesota <br />state Highway Department and that they would participate both <br />in the design construction and fiscal aspects of this project. <br />The City portion of the roadway as we envision it, would be for <br />the highway department to pay for all but the curb and gutter <br />on the west side of the roadway, to pay for most of the storm <br />drainage facilities, and for the City to pick up the other <br />associated utility work - primarily the water services to the <br />site. <br /> <br />MAYOR LINEBARGER: I will ask the fiscal agent to present <br />a summary of the finances and assessments. <br /> <br />MR. PETER S. POPOVICH: $174,660 is the total cost, and <br />assuming that the Council were to approve the improvement, then <br />you would enter into a cooperative agreement with the Highway <br />Department. They would prepare the plans and specifications, <br />call for the bidding and everything, and when the project was <br />done, would then advise you what your share would be. It is <br />presently estimated that the City share would be $25,040 of the <br />$l74,660, the difference being picked up by the State. <br /> <br />Of the $25,040 which will, of course, be subject to the <br />final plans as they are let, and we will have our assessment <br />hearing later, but if it comes out at that figure, there's one <br />property owner involved, the Slawik properties, and it's <br />recommended that the full $25,040 be assessed against the <br />Slawik properties on a lO~ basis. <br /> <br />The assessment detail will work out that the street, curb <br />and gutter will cost approximately $2l,749.l3 and the front <br />foot assessment $13.27. The water service cost is $3,291.33 <br />and there were two services for that at $1,645.66 apiece for <br />that property, so the full amount would be picked up by assess- <br />ments. We would assume that in line with our other practice, <br />that would be spread over 20 years with an 8% carrying charge <br />unless the Slawik people determine to pay for it in full and <br />save the interest costs - if they paid within 30 days after the <br />assessment hearing was held. It's not anticipated that the <br />project will get started this year. It's a job that will be <br />completed in 1976 and the assessment hearing will occur in <br />September, roughly, of 1976, but in order to get the Highway <br />Department going if you're going to go ahead with it, that's <br />why we're holding the hearing tonight, and the staff has asked <br />the Slawik people to have a representative here and I would <br />recommend that we hear from him. <br />
