Why are we enlarging that pipe? <br /> <br />MR. HONCHELL: This is merely bringing the water to the <br />existing pipes under 35W. <br /> <br />MR. BRENNER: There's one there. <br /> <br />MR. HONCHELL: That one is falling apart and is undersized. <br />We're merely proposing to put pipes in which would be equal in <br />size to what goes under 35W. <br /> <br />MR. BRENNER: ltJho owns that pipe now - the county or state? <br /> <br />MR. HONCHELL: It's part of an old county ditch controlled <br />by Ramsey County which kind of got given to the Rice Creek <br />Watershed and I guess I'd be hardpressed to tell you if that had <br />to be cleaned now who would rush out and clean it. <br /> <br />MR. BRENNER: I wondered who pays for that - are they going <br />to have any control over that - the c~unty, or what? <br /> <br />MR. WAYNE LEONARD, Ramsey County design engineer: The pres- <br />ent pipe I think you see there (inaudible) and that (inaudible) <br />continues northwest under the freeway. At the time the freeway <br />was constructed, the C0unty, feeling that a larger outlet would <br />be needed, asked the Highway Department to place a parallel pipe <br />under the freeway so when the day came that it was needed it <br />would be there and the question of ownership - and that is vague <br />now- but essentially there was a pipe placed there, the freeway <br />came along and the county said there would be a need for a big- <br />ger pipe and that was placed and I think Roseville is planning <br />to utilize that capacity and they need a bigger pipe. <br /> <br />MR. ROBERT THOMPSON, 3037 North Cleveland: I have some <br />questions as to drainage along this thing. This particular one <br />is in existence now right here. <br /> <br />MR.
