What we do most of the time is move the problem to <br />anot.her area - somewhere downstream someone is getting flooded. <br />If we can pond some ourselves, I think this is more sensible. <br /> <br />MR. HONCHELL: The basic approach is a timed appreach where <br />the two smaller ponds - one south of Brenner and between Brenner <br />and C-2 would exit and reach the freeway pipe and the northerly <br />one would get there just a short time afterwards, go through <br />the pipe, and lastly Tf.lilson pond would drain out and go +-hrough <br />the same pipe. Part of the sizes and shapes and configurations <br />are based on time as well as just flow so these things are going <br />to get there at the right time so the pipe is big enough to <br />carry the water. <br /> <br />COUNCILMAN GRAUEL: But the gate you have is only proposed <br />for Wilson pond. <br /> <br />MR. HONCHELL: I suppose the master plan for Langdon will <br />have a second. In this one the only artificial blockage will be <br />at Wilson. <br /> <br />MAYOR DEMOS: I would like to say that we could get this <br />done a little more reasonably - that cities are required to go <br />to a bidding procedure. We cannot go out and look for the best <br />bargains. I would be the firs+- to say I believed sometimes <br />government pays more for its projects because of the bidding <br />procedure which was designed to protect the people to get the <br />cheapest, but those bids all come in a little higher than if <br />you had the opport~unity {-o go out and look at- a bargain. What <br />is the Council's pleasure. <br /> <br />COUNCILMAN GRAUEL: I feel there is a need for the drainage <br />in this area and I think the improvements that. are proposed <br />here- the proposed feasibility reports that we have for the <br />other areas to the east and to {.he sou-+:h - I think it. I S impor- <br />tant to develop these properties at the same high level as we <br />have the other portions of t.he community and I think that. cer- <br />tainly there are many people here this evening that. while some <br />of them have not expressed direct. opposit.ion to it - by the <br />questioning and so forth - I am sure they feel that - or I have <br /> <br />23 <br />
