COUNCILMAN HESS: Therels a criteria of what. type of road -
where itls going to. Rice Street was studied to try to get it
down to 30 miles an hour near McCarronls Beach. People were
driving 50.

MR. THOMPSON: Can't you ticket them?

COUNCILMAN HESS: They never do.

MR. THOMPSON: Arden Hills makes their living that way.

COUNCIU~~N HESS: So they raised it from 35 to 40 because
that was the average.

MR. HONCHELL: They have some other factors, such as the
type of neighborhood, the number of driveways in and out, but by
far the biggest factor is how fast people drive on the road.
That's one of the reasons that I guess the city is a little
cautious on when we request traffic studies because it can go
up as well as down. If we think they Ire going up we try to
talk people out of requesting a study because the state makes a
study and the state goes by the number (inaudible).

MR. THOMPSON: And nobody gets tickets.

MAYOR DEMOS: I have a question. If this were approved and
we passed a resolution asking that we have bicycle markings
along there, does that have to go through the Parks and Recrea-
tion Department or straight through the Highway Department?

MR. LEONARD: I think that could (inaudible) county road
through the county engineer and any agreement here would spell
out your participation and any conditions that you want (inau-
dible) prior to the construction starting.

MAYOR DEMOS: In other words, we can accept it on that
condition.

MR. ALLAN MODJESKI, 3060 Raymond Avenue: I have kind of
mixed feelings about the roadway because I'm in the middle of
"35" truck traffic here all day long. Cleveland Avenue is up
to 80 trailers running through there in an hour and double bot-
toms, but Cleveland as it is today for bike traffic with trucks

l2
