road and those people are entitled to nome courtesy. They're
paying for all the maintenance, and maintenance on a road is
tremendous.

COUNCILMAN GRAUEL: When storm sewer was first initiated in
Roseville, and this is a good many years ago, it was initiated
on a county road and the county at that time had a policy where-
by if the City of Roseville didn't participate in storm sewer -
and I feel rightly so - that they wouldn't spend the money in
upgrading our streets without proper drainage - without proper
storm sewer drainage, and if we were given the alternative at
that time - and I think rightly so - that if we did not go
along with improving and putting in improvements in this commu-
nity that would be beneficial to all (inaudible) over a long
period of time which is putting in storm sewer and putting in
all your public improvements in a street before you put in a
nine ton street, the county would take the funds and use them
in other communities and I think what we're hearing here tonight
is that's exactly what will happen if we don't go ahead with
this improvement. Just the last hearing we approved $332,000
for storm sewer. This particular improvement is $449,000 and of
that $449,000, only $29,622 of it is assessed against the City
of Roseville and it seems to me that I say public officials
would be foolish not to try to spend that type of money to make
these types of improvements in this community when we have an
opportunity to get this, so to speak, gift from Ramsey County.
Let's face it - whether it comes from Ramsey County or the state
or federal government, it's your tax dollar. I'm not hedging
the point (inaUdible). It's still our tax dollars but the thing
is that the tax dollars are coming back tDto the community.

One other point is I do think the Council shouLd pursue
through the legislature the possibility of getting legislation
approved whereby we can maybe control the truck traffic in the
community.

Councilman Grauel then introduced the following resolution
and moved its adoption:

Resolution No. 6369

RESOLUTION APPROVING COUNTY PLANS FOR
CLEVELAND AVENUE IMPROVEMENT NO. P-W-SS-76-9

19
