a distance of approximately 400 feet to adjust the elevations.
As was mentioned in the storm sewer hearing, it would cost
approximately $40,000 to replace Cleveland after the storm sewer
work went in if we were to put the roadway back to its existing
condition. It's felt this money could be better spent on other
activities including the construction of the curb and gutter
and it would also minimize the disruption by having the storm
sewer done at one time and then come back on it some other time -
perhaps two or three years - an unknown time to disrupt every-
thing again when we put in the roadway. As was the case with
County Road D, almost all the costs for this improvement would
be absorbed by the county with just a portion of the curb and
gutter and sanitary sewer and water services needed being borne
by the city and, in turn, assessed to the property owner.

Mr. Leonard again has some slide material he "d like to
present to the people to try to give you a feel as to just where
the roadway would be on the ground.

MR. WAYNE LEONARD, Ramsey County design engineer: That's
a picture of Fairview Avenue. We're talking about Cleveland, of
course. I mentioned earlier a 52 foot wide roadway. Thatls
Fairview a year later with the type of road we're talking about
and it's commeroial on one side - residential on the other.
That's somewhat similar to Cleveland we feel now, and we think
this is very nearly the thing you would see with the improve-
ment. (inaudible) I have a camera taking pictures down the
road. There are some orange cones sitting on the side of the
road. Those were places as nearly close as possible as where
the future proposed curb would stand so when youlre thinking
about the concrete curb that's where it would be in relation to
that cone.

This is looking at 35W ramps coming down on Cleveland.
Here's a picture looking north on Cleveland. I think the essen-
tial thing is the location of the cones - would be the curbs
(inaudible) with the proposed storm sewer improvement the
existing ditches would essentially be filled up and the lawns
and grass would come down to the curb where at all possible and
you will find in most cases the improved roadway would occupy
less space than the existing shoulders and ditches do now.

This is going north on Cleveland now. Again just note the

2
