from the east side of St. Paul with a four lane street and all
we had was traffic 24 hours a day. We can't sleep now at night
aDd it will be worse when that four lane goes in.

COUNCILMAN GRAUEL: I think one thing should be considered
here by the residents and that certainly the widening of any
street to a four lane street will draw additional traffic but I
guess there were many streets in the community where the resi-
dents had the same feeling and yet you would not be able to exist
today. You have to remember that Roseville back in 1960 had a
population of about 5,000 people and now in 1975 we're up close
to 40,000. Some of these streets that we have had - and I'm
thinking particularly of County Road Band C - some of these
main streets going east and west had very narrow widths and I
remember the time when those improvements were put in. People
were very concerned about their children crossing from one side
of the street to the other, and rightly so, but I will tell you
with the amount of traffic that moves on these streets today
you almost have to have a four lane street in order to move
traffic and move pedestrians and to move people on bicycles.
The bicycle traffic is being concerned more and more and it's a
means of exercise and getting out and you have to have a place
for people to function and you have to fess up to the fact that
possibly some day there will be additional accidents. I agree
if you widen the street there's a tendency for speeming. Your
cars will move faster, but having that extra lane on each side
of the street for bicycles and pedestrians and the children that
move in the area - there's something to say in that respect.

MRS. LEE SCHREURS, 3058 North Wilder: First, if you are
going to widen the street - I noticed Hamline Avenue has bike
lanes along it and then median strips for left turns and this
sort of thing of jig jagged through it and I wondered if
you were going to do the same type of thing so the traffic would
be controlled for bikes or walkers along the side. I know there
are a lot of people that catch the bus on that road and if it
were designated for slow lane or bike lane or walk lane or some-
thing like that I think it would be an improvement.

MR. LEONARD: The road width proposed is 52 feet. The out-
side lane is necessary for emergency stopping, the same as the
gravel out there now. We have to have this safety - when you
bury your curb on the road you have to have some place for the

9
