<br />-4- <br /> <br />Bill if}4. <br /> <br />Section 1. <br /> <br />Amends the RaQsey County Code, Laws 1974 Chapter 435, Section 3.14. <br />Subdivision 1 (a) changes the r..:u:le of the "Ramsey County Hospital <br />and Sanitarium Ccmnnissionrr to the "Ramsey County Hospital Commission". <br />Subdivision l(c) deletes the provision for per diem for members <br />of the Hospital Commission. This provision will be unnecessary if Bill *2 <br />receives favorable consideration. <br />Subdivision 3(b) makes the chief ~<ecutive officer of'St. Paul- <br />Ramsey Hospital and his three principal assistants will and pleasure <br />appointees of the Hospital Commission. Further provides that the Hospital <br />Commission shall reimburse the Civil Se~lice Department for providing <br />personnel services. <br />Subdivision 3(d) relocates language giving the Hospital Commission <br />jurisdiction over its accounts. <br /> <br />The remainder of Bill #4 removes obsolete Language relating to the trans- <br />fer of authority to the Hospital Commission from its various predecessors. <br />.. <br /> <br />Bill {.~S. <br /> <br />Section 1. <br /> <br />Amends Laws 1974 Chapter 435, Section 1.0201. <br />Subdivision 3(b) adds a provision to the code authorizing a special <br />levy for the treatment and/or r~oval of diseased ebn or oak trees. <br />Subdivision 4 eliminates the mill ~ate limitation on bond interest <br />and principal and on operations for the ice arenas and Galls Golf Course. <br />This is the only remaining internal li::::.t:ation on the county's power to <br />tax. This and all other limitations are superseded by state-wide levy <br />limits. <br />Subdivision 6(a) places the levy fo~ the support of the arts and <br />sciences outside the levy limit. <br /> <br />Subdivision 7 deletes the provisio:l authorizing the porNer to tax to <br />buy group insurance for retired employe~s. The county has this power <br />under Minnesota Statutes 471.61, Subdiv~sion Z(a). <br />Subdivision. 8 authorize.s a capital improvement program funded by <br />an annual levy of one and one/1'1..alf. mills. <br /> <br />Bill :{(6. <br /> <br />Section 1. <br /> <br />Amends Laws 1974 Chapter 435 (Ramsey Co~ty Code) Section 1.0204. <br />Subdivision 3 relocates the Code p::ovision authorizing th~ county <br />to retain the St. Paul City Attorney to ?rosecute violations of laws <br />relating to Welfare that are ~ithin the City Attorney's jurisdiction. <br /> <br />Section 2. <br /> <br />Deletes language relating to the Helfa::,~ Board ~"hich is unnec~c:ssar.1 <br />no,,, that the CO',.1.nt:y Board is the "He ~.f?::; 3oard" and the Welfar,~ Depart- <br />ment is part of general county gover!~~t. <br />
