<br />~~. GEORGE REILING~ 661 Heinel Drive: I have perhaps a <br />majority of thG lots north of Brenner. Nineteen years ago I <br />was here when Shoreview presented to the Village Council of <br />Roseville a proposal to bring their sanitary sewer through <br />Roseville which would be Avon Street - getting into Brenner and <br />out on OWasso West. I was concerned, of course, because we <br />had a majority of the lots in 1;hat areCl and they could have <br />run their main on Victoria. However. it would be quite costly <br />to them and it "VIlould necessitate a lift stat ion which I'd be <br />maintaining through the years. It was developed that they would <br />let Shoreview come through this area at no cost to the City of <br />Roseville and at no cost to the people who have property on <br />that line except when and if it was used. That "when and if" <br />has never happened yet, but it will be happening, and I feel <br />that unless you reverse the original Council's acceptance of <br />Shoreview's proposal, there should be no charge to that sanitary <br />sewer running from County Road D to Owasso West. Shoreview <br />should - and I imagine it would be Shoreview - would obtain <br />cOlm.ection fees at the time building permits were requested. <br />I think it's still Shoreview's money. I'm not (inaudible) <br />to know whether Roseville bought that right from Shoreview, <br />but as it is, we pay Shoreview as we use those lots. <br />The next thing that bothers me is the pond. This plot was <br />platted in 1947, and true, if it wasn't what a developer would <br />call a good plot - one more reason we didn't want Shoreview to <br />come through Avon. We felt we would re-plat and save those <br />long plats. However, that was spoiled once the sewer went through <br />Now, the pond was not on the original plat cccepted by the <br />village in 1947. It wos duly recorded, and all we're asking is <br />for the village to build the roads according to their specifi- <br />cations. The pond. I expect, is required by Rice Creek Water- <br />shed. I don't know why the pond should come into the <br />(inaudible) now. There always was good drainage down Avon <br />(inaudible) valley next to Avon and outletted to Lake Owasso <br />and we always had good drainage and much cheaper to construct <br />21. st.orm sewer that would run into L2ke Owasso. <br /> <br />COUNCILMAN GRAUEL: I'd like you to explain something <br />on that sewer that comes down from County Road D and that <br />arrangement. . <br /> <br />MR. REILING: I'm sure you have a record, because I was <br />vitally concerned, vnd the Shoreview attorney was present and <br />offered a written proposal of which the village had to accept <br />and pass on. You'll have to go back 15 years, but you'll have <br />a record on that proposal, and Shoreview may have a record. <br />I'm sure they're looking forward to pay something. <br /> <br />-12- <br />
