Obviously, the work would go in this year, and cssuming that the assessmen'c would be spread t.his fall and the work completed this fall, or unless it moved into 1978, the assess- ment hearing would be held in the fall of the year, and the first principcl and interest charges would be commenced in either 1978 or 1979, dependent on how fast construction c~uld proceed. At any time during that period. of course, the people would have a right to prepay. They have 30 days right after the assessment hearing to prepay in full and save the interest charges, and at any time during the 20 year period, if they didn't do it, to pay to the end of the year in which they prepaid, and save the remaining years of the assessment if they decided to do that. MAYOR DEMOS: Do we have any letters? MR. ANDRE: I have not received any letters from any of the affecred parties. Mr. Honchell. on those corner lots, since there were mains going down through some of t-he streets, did any of the corner lots connect to the side. or all connect from Victoria and Owasso Boulevard. MR. HONCHELL: You're talking water, or sewer, or both? MA~OR DEMOS: I think it's 945 up there, or 3070. MR. HONCHELL: At 945, as an example, and 3070, there are no improvements along Brenner at that particular 'juncture, so they would have to connect off Victoria. On 'the other hand, down at the other (inaudible) of Brenner at 30l5, I believe it is, end 2995, it was possible that- they might have connected on to that sewer that came down Brenner. I don't believe they did, but they had the option. Water was not available, however. There is no interior water. They would have to connect to the water out to West Owasso Boulevard. MAYOR DEMOS: On t.hat storm sewer area that you had - some of those lots appeClr to be half in and half out. At what point do they become liable for a storm sewer assessment? -7..
