HIGHUM: According to the feasibility report, <br />you anticipate repairing all of the concrete driveways <br />and blacktop and the sod that's taken up and laid back <br />down. <br /> <br />MR. HONCHELL: That's correct. <br /> <br />MR. HIGHUM: Of the 22 miles of curb in the village - <br />by whom are these petitioned - by petition or contractors? <br /> <br />MR. HONCHELL: Through several techniques. Almost <br />all of it ms put in through the developer - either his <br />petitioning to have it done, or them doing it themselves. <br />There are other instances where it was put in by other <br />governmental agencies such as the State Highway Department - <br />now the Department of Transportation - or Ramsey County <br />Engineering Department on county reads, but the city has <br />not been putting them in of its own volition. This has <br />been on petition. <br /> <br />MR. HIGHUM: We have several senior citizens on oar <br />block and it's been pointed out that possibly this will work a <br />hardship on them. Is the village working on a deferment <br />program to delay the assessment, or put it off, or let it <br />stretch out, or give them a different (inaudLble). <br /> <br />MR. HONCHELL: We are, but I will defer to our Manager. <br /> <br />MR. ANDRE: The Council has - over the last six to eight <br />months - has been looking at different programs to see how <br />it could be implemented. We are expecting to meet within <br />the next week to ten days to finalize a policy that would be <br />equitable and fiscally sound in terms of our long range <br />financial commitments. <br /> <br />MR. HIGHUM: You have answered my questions, and these are <br />the one that have been given to me. Maybe some of the other <br />neighbors have others. I'm still in favor of the Council so <br />I'm not using that for a starting point, and I'm not in <br />the street laying business. <br /> <br />6 <br />
