<br />MR. JOSEPH RIVARD: point of order. <br /> <br />MAYOR DEMOS: Once only. <br /> <br />MR. RIVARD: I appreciate what you say - a petition can <br />come before this body by its own initiative or a petition of <br />35% of the people on the street asking for a study - not re- <br />questing light. Many of the signatures there did not ask for <br />lights - they asked for a study and I think you and this <br />gentleman are misusing the idea (inaudible) that first petition <br />was a petition for a study and not for lights. <br /> <br />MAYOR DEMOS: I appreciate that, and I say there is no <br />purpose in ever doing a study - no purpose whatsoever - unless <br />you have the ultimate goal of doing it. The study is to see, <br />number 1 whether you could fiscally do it, and number two, <br />whether it's feasible in cost, so when a feasibility study is <br />requested of us, we have no other alternative than to think <br />that the people want it. I'd like to (inaudible) don't waste <br />our staff's time, our energy, and don't waste taxpayer's money <br />coming in - <br /> <br />MR. RIVARD: Don't waste my breath. <br /> <br />COUNCILMAN HESS: Regardless of whether ornamental or <br />regular pole lighting, I would be in favor because of the fact <br />that I live in a neighborhood that's very dark, and after they <br />did get some lighting three years ago, and in the McCarrons <br />Lake area it stopped a lot of crime. The Police Department <br />was there a lot before this, and whether it's the ornamental or <br />the other, I would vote for them, but I would stay with the <br />ornamental though. <br /> <br />COUNCILMAN ANDERSON: I suppose I should say something. <br />I have been waiting until the last. I didn't want to be accused <br />of being a Northern States Power employee, so as long as I'm <br />last I might just as well say I'm really in favor of street <br />lighting, and my personal feeling on this is that I don't think <br />lighting has ever hurt anybody. I think darkness has, and there <br />are all kinds of studies and reports that you can find that can <br />prove that statement so it's not something I just dreamed up. <br />
