MR. RIVARD: I can't speak specifically for them, but the
feeling primarily was in the people that were against it - and
don't stick me for it - they think the government shouldn't
throw something on you that you don't want.

MAYOR DEMOS: This started with the people.

MR. RIVARD: You made a deal that you wouldn't stick me
with that. There has been opposition that has been formulated
prior to the petition. We had one woman in the block - Mrs.
Smith - that took this upon herself, and I'm looking at the
petition that has 22 names - or representing five households
at that time - who just asked - do you think we need street
lighting, so this didn't become a neighborhood thing (in-
audible) and we have an articulate neighborhood (inaudible).

MAYOR DEMOS: You would like this continued then?

MR. RIVARD: We have signatures on both lists.

MAYOR DEMOS: This is kind of hard when you get one at
the last minute.

MR. RIVARD: Signatures of Swanson and Johnson are on
both and they, as good neighbors for Toddie, figured if all
we're doing is asking the city to make a study, sure we will
sign, but they do not mean they want more lighting.

MAYOR DEMOS: I have one comment. When you ask the city
to do a study it costs us a little bit of money, and I wish
people wouldn't sign petitions unless they are in the affirma-
tive for going ahead.

MR. RIVARD: You have a good point, and I hope you're not
SCOlding me.

MR. FRANK LINDIG, 3092 Shorewood Lane: I'd like to ask a
question. Why did you pick that particular spot at the top
between 3080 and 3092. We're just three houses from the
existing arc light, so why would you put one in so close there?
you're talking about the area being so dark. It isn't put in
where the people who seem to feel the need should have it.
