Now each time that a petition comes before the Council, <br />the Council will have to sit and go through this entire pro- <br />cedure because we didn't have the support when we had the <br />foresight to lay it out to the people to approve it. <br /> <br />MAYOR DEMOS: First of all, we could not put it in and <br />put it totally on the tax rolls. We must assess at least <br />20% by Minnesota state law, so there's no way we can do what <br />you asked. I would say the Cities of St. Paul and Minneapolis <br />have done this by going to the legislature and getting spe- <br />cial laws. Furthermore, they are using what is called <br />community development funds, and not the tax dollar for that <br />purpose, so we could not do what you just asked. <br /> <br />MR. RODMAN: I understand that, but I have some further <br />thoughts on this, and I think one of the things I don't like <br />is the manner in which it has been handled. Evidentally this <br />is somebody's pet project and there's just been pressure put <br />on people. Even called up - a guy from the village hall <br />called me - offered me this if I'd sign this (inaudible) <br />petition. <br /> <br />COUNCILMAN CURLEY: I want to let you know there's no <br />pressure from the City Council to put a street in the City <br />of Roseville. I resent what you just said that this must <br />be a pet project. <br /> <br />MR. RODMAN: Not of yours, but you seem to be bothered <br />a hell of a lot. <br /> <br />COUNCILMAN CURLEY: You're bothered. And I resent <br />your saying it's a City Council pet project. <br /> <br />MR. RODMAN: I said it's somebody's. <br /> <br />COUNCILMAN GRAUEL: If it's anybody's, it's the 57% <br />that petitioned on Ryan. <br /> <br />MR. RODMAN: It's not 57%. You haven't got any 57%. <br />
