MR. CAVE: That's the difference between the 9 ton and the
7 ton. What's the difference of not doing Transit and doing
mine, and adding Transit which I did not petition for. In
other words, how much extra are you adding that I didn't peti-
tion for?

MR. HONCHELL: Approximately $3,000 under those costs you
were given - about $3,400 less. We gave you the costs for
paving Transit alone, but if we don't pave Transit we will have
to put temporary road down anyway, and that's approximately
$3,400 less.

MR. CAVE: You'd only save $3,400 if you don't put that on
Transit?

MR. HONCHELL: Because much of it would have to be done
in conjunction with other (inaudible) activities.

MR. CAVE: I can't believe you can put curb along Transit
for $3,000.

MR. HONCHELL: If you put down a temporary roadway and not
pave Transit - not put in curbs, - no 9 ton or 7 ton - it would
still cost about $3,400 in asphalt (inaudible) back over the
trenches.

MR. CAVE: $3,400 for temporary if you do alternate 2
versus $72,000 roughly if you do a regular paving with curb
and gutter and everything else. The difference is between
the $3,400 and the $72,000. I just want it clear that I didn't
petition to up-grade Transit Avenue and add $72,000 to this
improvement. I'm in a position of developing that land, as you
folks know, but I want it clear that developers don't them-
selves pay for improvements to streets. I kind of feel like
there's a whole bunch of home buyers standing behind me and
they all want me to tell you that they don't want to pay an
extra $72,000 or $86,000 to up-grade Transit Avenue.

MR. HONCHELL: Do you think they would be agreeable to
pay $400 a home to up-grade?

MR. CAVE: $400 per lot? I don't think they would.
That's why I'm here, and I wanted to point out that I did peti-
tion for Marion and WOOdbridge and I want those, and I want
to pay for those for the people that are going to buy the
homes, but I didn't petition for Transit and I don't think
those people would want to pay for it.

COUNCILMAN FRANKE: Without Transit Avenue, how will you
develop?

MR. CAVE: Transit is already in place.

6
