12

MAYOR DEMOS: Anyone else?

KATHY HOEPNER, 651 Terr ace Drive: A year and a half ago you
said federally funded sewer - storm sewer - was put in down
Terrace Drive. I'm wondering why at that time - if I'm correct -
it stopped right at the end of Terrace Drive and Dale Street. You
said it didn't drain - where does it drain?

MR. HONCHELL: The intent of that construction was to inter-
cept the water from the neighborhood that was west of Dale - take
that water instead of going to Lake OWasso - take that water
across Dale into the large low area - that swamp, or pond. That
is where it was intended to go so it didn't have a direct run-off
into the lake. It wasn't intended to go anywhere differently or
pick up any different drainage. It was to intercept that drainage
going to the lake. .

MRS. HOEPNER: So you said they wanted to put more storm
sewers in at that point, right? At the point of Terrace Drive and
Dale?

MR. HONCHELL: That's the proposal.

MRS. HOEPNER: What did they do a year and a half ago when
they did that? Where did those storm sewers go then?

MR. HONCHELL: Where did the drainage go? Across Dale Street
into the same pond.

MAYOR DEMOS: It was a diversion project. It served the area
to the west of you. It was picked up in a pipe at that point and
went past your point or under it and didn't pick up the water from
your lots but went into the other (inaudible) Now we're talking
about catch basins which would catch the water going to the east.
That (inaudible) talking about was flowing west and north.

MRS. HOEPNER: So they couldn't have - they had the
street all torn up, didn't they. They would only have had to add
that little bit but they couldn't plan that far ahead or they
didn't - they can't think far enough ahead.

MAYOR DEMOS: I'd like to point out that when we got a grant
from the federal government it only went so far. We did not take
care of every need in Roseville at that time and I'd like to point
out that we were one of the few communities that got any such
grant for this purpose. No sooner had we gotten it than all of your
friends around the city went to Washington and got the law changed
and none of us will ever get a grant for that purpose again.

If there is no one else that wishes to be heard, I will close
the hearing.
