<br />14 <br /> <br />MR. HONCHELL: If it does not run there we would not <br />recommend an assessment on that lot. <br /> <br />MR. HOEPNER: Are we going to call another meeting after it's <br />really looked into? <br /> <br />MR. HONCHELL: If the Council orders in the improvement, <br />then at the time of the assessment hearing, after we have done <br />the full investigation and surveys, we would come to the Council <br />with a set of lots which are assessable and those not assessable. <br />If we find the water does not reach the facility we would not <br />recommend those to be assessed. If the Council denies the <br />proposal (inaudible). <br /> <br />MR. HOEPNER: The houses on the end of Terrace would not gain <br />anything. <br /> <br />COUNCILMAN ANDERSON: Our Public Works Director might say <br />that area is draining into that facility and you say, no it's not, <br />and we will become the judge of that, and if we handle this, we <br />go out and look over the facilities and decide whether you're <br />saying the truth or he and that depends on which parts are <br />assessed for the storm sewer so you're not dealing just with <br />the one man or with the department. We still will come out and <br />look at any complaints that you have regarding the area - how <br />it's being handled, which way the water flows, and I will tell you <br />now that I have even had trouble with them because I tell them <br />when it's raining and the water comes down in front of my drive- <br />way when it gets there and it goes across the street, and I call <br />them when the sun is out and there's no water and I will be <br />danged I can't convince these guys that it goes across the street, <br />so I know what it can be when you're out there - you can say one thing <br />and they can think another, but we will look at it. <br /> <br />MAYOR DEMOS: The decision will be to order or not order the <br />improvement. If it's ordered, assessment hearings are usually <br />held in August after the work is complete. At that point you can <br />say I do not benefit from the improvement. Some people complain <br />and say that things haven't been done as they should. We hold an <br />assessment hearing and it's not until the next meeting after the <br />Council has had a chance to look at these things that we make our <br />decision as to who is assessed and who is not. <br /> <br />MR. DALE NEWMAN, 631 Iona Lane: My first question is - <br />is the $295 the total assessment for each home owner? <br /> <br />MR. PETERSON: Yes, and it's payable over a 20 year period. <br /> <br />MR. NEWMAN: Is there a specific amount of time that the <br />information is supposed to be sent to the homeowner regarding a <br />heaDng like this? "My notice is dated January 10. <br /> <br />MR. PETERSON: The notices are required by law to be mailed <br />at least ten days before the hearing. But after the Council orders <br />
