8

effort to improve the quality of the water (inaudible) an
interceptor pipe that actually extended on down the old pipe, this
was put in through a federal grant to intercept the water and take
it to the ponding area for purification. This proposed work would
be to install catch basins at the intersection of Terrace and use
that same pipe that was put in with the federal grant to carry it
across the street to the point where it would exit into the ponding
area.

MR. FALK: Then I guess my question is why are we on Terrace
Drive included in this area if we have a storm sewer to handle
our needs?

MR. HONCHELL: Because the needs of the roadway in the area -
namely the intersections are not being handled because there are
no piCk-Up facilities to collect it at the intersections. Right
now there's a pipe under ground, but the water isn't getting there.
That's what we're trying to do is pick the water up and get it to
the pipe and then to the pond.

MR. FALK: Where is that water coming from?

MR. HONCHELL: From this area - the dashed area (inaudible).

MR. FALK: Can you guarantee that?

MR. HONCHELL: No, but if the water isn't running that way
and we go into the field to do final design, if we find the water
does not run in this direction and get picked up by those basins, we
would be coming to the Council at assessment time recommending
that - I will use the example of Lot 651 - if we found the high
point was there instead of here and it ran westerly instead of
easterly, the water would not be picked up by the facility and
it would not be fair that they pay any cost because they are not
contributing the water.

MR. FALK: What you're saying is that none of the water
is coming from beyond 651 and 646 Terrace Drive.

MR. HONCHELL: That's the way we have the line drawn now
based on preliminary engineering.

MR. FALK: I want it known that it is coming from beyond that
point because you're looking at people that are below the hill.
There is water coming down from St. Albans down Terrace Drive
and that water cannot get into that storm sewer - the one
that!s supposedly in there.

MR. HONCHELL: We will be happy to review that.

MR. FALK: I guess my main concern is that we have a storm sewer
and the houses, I believe - if I'm wrong I want to be corrected -
but I believe the houses on Terrace Drive were built by one contractor
