There's <br />no way that I can prove that I have been assessed for storm sewer <br />but I don't think the contractor would pick out certain lots and <br />assess it just to those people. I think he spread it out over <br />all of the property he had there and I think my property has been <br />assessed even though there's no record of it. <br /> <br />MR. HONCHELL: I can't tell you how he charged the lots. <br />I only know you have not been assessed by the city. <br /> <br />MR. HONCHELL: I'd have to check, but I believe at the time of <br />the construction of the homes in the mid-sixties. <br /> <br />MR. FALK: . I think you have answered this question, but when <br />that storm sewer was put in, why did it not go with the flow of <br />the water down to Dale Street? Why did the government have to come <br />in and put another storm sewer two years ago to tie into the one <br />that was on Terrace Drive? <br /> <br />MR. HONCHELL: The government was Roseville. We selected it <br />and chose itThe reason we did it is back at the time this was con- <br />structed it was very prevalent to take storm run off to the <br />receiving bodies - namely Lake Owasso. Since that time people have <br />become somewhat better informed, I guess, as to the environmental <br />qualities that we're trying to seek, and wherever we can, we have <br />tried to intercept the water and pond it prior to putting it in <br />receiving bodies. <br /> <br />MR. FALK: Would that be your position (inaudible) the <br />gentleman before me had made a comment of probably 12 years <br />(inaudible) is that why it wasn't a concern because the government <br />really wasn't that uptight about the environmental area? <br /> <br />MR. HONCHELL: I guess I wouldn't use the word "uptight", but <br />at that time the investigations and knowledge simply were not <br />prevalent as to what was happening on some of the storm sewer run-off. <br /> <br />MR.
