9

up to St. Albans where the storm sewer begins, I believe. There's
no way that I can prove that I have been assessed for storm sewer
but I don't think the contractor would pick out certain lots and
assess it just to those people. I think he spread it out over
all of the property he had there and I think my property has been
assessed even though there's no record of it.

MR. HONCHELL: I can't tell you how he charged the lots.
I only know you have not been assessed by the city.

MR. FALK: Does the city have a record of who has been
assessed?

MR. HONCHELL: We have assessment records. Your lot does not
show as ever having been assessed for storm drainage.

MR. FALK: When was the Terrace Drive storm sewer put in, do
you know?

MR. HONCHELL: I'd have to check, but I believe at the time of
the construction of the homes in the mid-sixties.

MR. FALK: . I think you have answered this question, but when
that storm sewer was put in, why did it not go with the flow of
the water down to Dale Street? Why did the government have to come
in and put another storm sewer two years ago to tie into the one
that was on Terrace Drive?

MR. HONCHELL: The government was Roseville. We selected it
and chose itThe reason we did it is back at the time this was con-
structed it was very prevalent to take storm run off to the
receiving bodies - namely Lake Owasso. Since that time people have
become somewhat better informed, I guess, as to the environmental
qualities that we're trying to seek, and wherever we can, we have
tried to intercept the water and pond it prior to putting it in
receiving bodies.

MR. FALK: Would that be your position (inaudible) the
gentleman before me had made a comment of probably 12 years
(inaudible) is that why it wasn't a concern because the government
really wasn't that uptight about the environmental area?

MR. HONCHELL: I guess I wouldn't use the word "uptight", but
at that time the investigations and knowledge simply were not
prevalent as to what was happening on some of the storm sewer run-off.

MR. FALK: I have a couple more things I would like to say, and
if I pronounce your name wrong, correct me. Mr. Honchell, I
believe, has answered this question that I have written down. He
was one ahead of me, but if you will look on your feasibility report,
