<br />7 <br /> <br />Police officer, someone accelerates or decelerates and maybe they <br />come into your driveway, if you're an officer it's difficult to <br />tell if it's someone testing a car. <br /> <br />COUNCI~~ CURLEY: They can stop them and ask them. No <br />law against a patrolman stopping a car and asking a question. <br />They can find out what the trend is. <br /> <br />cOUNCIL~~ FRANKE: Why don't they use Long Lake Road to get <br />on the freeway? <br /> <br />MR. HONCHELL: I guess I couldn't tell you the (inaudible} <br />of the driver. Some of it is road testing. We agree with the <br />gentleman - some of that is from that source, some from truckers <br />cutting through and some citizens going that way to or from. <br /> <br />MAYOR DEMOS: There's no access from C-2. <br /> <br />. . . Several persons speaking . <br /> <br />MR. HONCHELL: The best possibility may be to contact the <br />dealers again so their mechanics don't do it, but I think it will be <br />difficult if an individual gets his car repaired. Unfortunately <br />he will go wherever he wants, and I'm not trying to speak to either <br />side of the issue. I just think that's realistic. <br /> <br />COUNCILMAN ANDERSON: I think we have some problems but I <br />don't think they will be helped by not putting in the road. <br /> <br />COUNCILMAN FRANKE: Why do they give it such a high priority? <br /> <br />MAYOR DEMOS: Because of the condition of the road. <br /> <br />MR. ANDRE: I guess I was not aware of the extent of speeding <br />any more than any other street in the city and if that is a problem, <br />that's a correctable problem and I think that's the way to approach <br />it. If there is speeding it's an undesirable situation that can <br />be corrected. <br /> <br />Councilman Anderson then introduced the following resolution <br />and moved its adoption: <br /> <br />Resolution No. 6794 <br /> <br />RESOLUTION ORDERING THE CONSTRUCTION OF <br />IMPROVEMENT NO. SS-P-78-l7 UNDER AND <br />PURSUANT TO MINNESOTA STATUTES, CHAPTER 429 <br />AND ORDERING PREPARATION OF PLANS AND SPECIFICATIONS <br /> <br />BE IT RESOLVED by the Council of the City of Roseville, <br />Minnesota, that in accordance with the provisions of Minnesota <br />Statu tes, 1961, Chapter 429, as amended, the Council held a <br />public hearing on the proposed construction of Improvement No. <br />SS-P-78-17 including all that property on County Road C-2 from <br />New Highway 8 to Long Lake Road by the construction of extension <br />
