<br />10 <br /> <br />MR. RAAS: You mention that (inaudible) I'm concerned <br />with Asbury. After you rip up Asbury and you patch (inaudible) <br />doing all the patchwork then you're going to lay a nice little <br />one-inch overlay on the street so we won't have any patchwork <br />but the rest of the street will be one year worse than what we have <br />now. 'What would be the cost to - you got the machine on the <br />street - why not shoot the whole thing up the street. How much does <br />that cost? I've been a little irritated because we're one of the <br />first sections of Roseville that was developed and I go over to <br />my brother-in-law on the east side - they got new streets, everything - <br />we got nothing. <br /> <br />MR. HONCHELL: The people with new streets (inaudible) paid <br />for it. <br /> <br />MR. RAAS: I'd be in favor of one like Fairmount. Did I <br />talk to you on the phone today? <br /> <br />MR. HONCHELL: Yes. They requested the city to put in machine <br />laid asphalt streets with concrete curb and gutter. <br /> <br />MR. RAAS: What would be the ballpark figure of finishing the <br />street? <br /> <br />MR. HONCHELL: Roadways have been running $7 to $8 a foot <br />assessable to the property owners. <br /> <br />MR. RAAS: But we'd have to get a petition to do that on our <br />street - and what kind of majority? <br /> <br />V~. HONCHELL: It would have to be reflective of the owner- <br />ship on the block. There would be a hearing like tonight - <br />everyone invited to come and express their views and the Council would <br />make their decision. <br /> <br />MAYOR DEMOS: For us to hear the petition, you have to have <br />35% of the property owners sign it. For us to really take a good <br />look you have to have at least 50%. <br /> <br />MR. RAAS: Supposing we can't handle that - like I say, you <br />got the machine there (inaudible) <br /> <br />MR. HONCHELL: If the citizens wish to have that done and are <br />willing to assume 100% of the cost, the city could have another <br />hearing later on, or if they would all sign, we could sign an <br />agreement between us and the citizens, but the chances of getting <br />everybody to sign is pretty slim, so if you wish' it we would have <br />to have another hearing and the entire cost of that would have to be <br />spread to the people. I think you'd find it would cost nearly as <br />much for the overlay as it would to do it on a standard assessment <br />of a street paving project because you're only paying 25% of it. <br /> <br />MR. RAAS: Getting back to the state portion onfue (inaudible) <br />from Snelling, do you think that's going to create an awful lot <br />of traffic (inaudible) Where is the traffic going coming out of <br />
