<br />16 <br /> <br />COUNCILMAN KEHR: I believe you stated that would be in <br />toward the street two feet from the property line. <br /> <br />MR. HONCHELL: That's the plan. <br /> <br />COUNCILMAN KEHR: And the pathway would be five feet wide, <br />and then you have three feet left between the pathway and the <br />street. <br /> <br />MR. HONCHELL: We expect it to be five to seven feet. <br /> <br />COUNCILMAN KEHR: with the amount of snow we have had this <br />winter and the snow plowing, those pathways would not be usable <br />in the winter. <br /> <br />MR. HONCHELL: It all depends on the maintenance they get - <br />not by the city. <br /> <br />COUNCILMAN KEHR: In other words, ~n answer to Mrs. Schmidt's <br />question, she said she would be unable to maintain that, but if <br />it's seven feet away with the snow plows coming through, and in <br />my neighborhood they plow it more than seven feet into the right-of- <br />way and it would be a task for the homeowner to plow the snow out <br />as heavy and as hard as it was this winter. It would be virtually <br />impossible and I think that should be given some consideration. <br /> <br />MAYOR DEMOS: We have pathways on Fairview Avenue and we have <br />pathways on County Road B-2. We have other pathways. They are <br />not being maintained this winter, but they are in use, I would <br />say, eight months out of the year. In other words, we are not <br />requiring or enforcing the people to maintain those pathways, <br />but eight months out of the year they are in use. <br /> <br />MR. ANDRE: It has not been the policy to require the removal <br />of snow, particularly on those that abut residential areas. <br /> <br />Councilman Curley then introduced the following resolution <br />and moved its adoption: <br /> <br />Resolution No. 6795 <br /> <br />RESOLUTION ORDERING THE CONSTRUCTION OF <br />IMPROVEMENT NO. SS-W-ST-P-78-29 UNDER AND <br />PURSUANT TO MINNESOTA STATUTES, CHAPTER 429 <br />AND ORDERING PREPARATION OF PLANS AND SPECIFICATIONS <br /> <br />BE IT RESOLVED by the Council of the city of Roseville, <br />Minnesota, that in accordance with the provisions of Minnesota <br />Statutes, 1961, Chapter 429, as amended, the Council held a <br />public hearing on the proposed construction of Improvement No. <br />
