<br />4 <br /> <br />what was called temporary paving as is there now, namely road mix. <br />It's not proposed to put curb and gutter and machine mix up and down <br />these streets, but we do propose to put a one-inch overlay over <br />the entire roadway when we finish so it won't look like a patch- <br />work guilt - not the entire length of the street, but wherever we <br />stop the storm activity. The area immediately to the east - in <br />other words, east of Pascal - is not included in this because in <br />that area there is an already ,existing storm sewer system. That <br />was put in in 1968 and those people have already been assessed for <br />storm sewer so there is almost an identical system to this to <br />some degree - similar to this that already exists to the east ,of <br />Pascal. That's why they are not included in this. <br /> <br />The existing roadway is approximately 36 feet wide now. <br />That's not to say every foot of it (inaudible). If a 36 foot road <br />would be constructed, it would be more or less at the same location <br />as the road is today. <br /> <br />MR. POPOVICH: The published cost of the project on the high <br />side was $301,125. Of that, the street, curb and gutter is <br />$147,569, and the storm sewer portion $125,361. There's $2,100 <br />for sanitary sewer service, and water service of $1,289. When <br />you add those together you get $276,321 which has been defined <br />as Alternate A without the sidewalk. If the sidewalk goes on, <br />there's $24,804 additional cost and you get to the $301,125 that <br />was published in the notice. <br /> <br />Taking the street, curb and gutter which (inaudible) sidewalk <br />is Alternate A and B you have Alternate A cost of $147,000 versus <br />the sidewalk of $172,000. The residential property, of course, <br />will not be assessed. The tax exempt buildable lots, if it's <br />under Alternate A - no sidewalk - will be $9,300 and M.S.A. funding <br />will be $138,000 without the widewalk, and with the sidewalk <br />$171,000 so that, in effect, it's the M.S.A. funding that will pick <br />up the difference whether you go the sidewalk or not, but there will <br />be no assessment against any individual residential piece of property <br />for any sidewalk or up-grading of the road. <br /> <br />The assessment against the -individual people will occur for <br />the storm sewer and approximately 101 lots that are affected. <br />The total cost is' approximately $125,000. Using the formula <br />the Council has been applying - $295 per residential lot for storm <br />sewer assessment - that will raise $29,795. The balance between that <br />and the $125,000 will have to come from general funds or M.S.A. <br />funds or a mixture which will be no assessment against individual <br />lots, so it's the consideration of the $295 per lot. <br /> <br />As I said before, the sanitary sewer services will be <br />$420 per service, and there are five of them which comes to $2,100, <br />and the water services $1,289 - there are three of them - for <br />$429 per service. That portion of the project will be assessed <br />over a 20 year period of time with 8% carrying charge with the usual <br />rights of prepayment. <br />
