Ms. Ward Rannow reminded <br /> 966 Commissioners of the attraction for young families to purchase homes in Roseville allowing for <br /> 967 larger lots and more back yard space. Ms. Ward Rannow requested that the Commission consid <br /> 968 their rationale for proposed design standards, and if they were based only on aesthetics and <br /> 969 whether they were practical for Roseville's older housing stock; and perhaps making other <br /> 970 communities more attractive in the long -run than Roseville. <br /> 971 Discussion among Commissioners included variance applications; defining what the language "to <br /> 972 the extent feasible" meant; necessity for providing flexibility in the zoning code language; and <br /> 973 individual concerns with proposed design standards. <br /> 974 Jim Anderson, 2085 Marion Street (SW corner of Burke and Marion) <br /> 975 Mr. Anderson addressed current and proposed setback language specific to corner lots. Mr. <br /> 976 Anderson advised that he was considering a garage on the back of his property (a corner lot) and <br /> 977 whether the proposed language would significantly or negatively impact those plans and accesses. <br /> 978 Paul Johnston, 1406 Burke Avenue <br /> 979 Off microphone, Mr. Johnston spoke in opposition to the Commission's attempts to codify <br /> 980 aesthetics, referencing page 7, paragraph 3 (1003.08 LDR) of the proposed zoning language <br /> 981 related to Open Space and utilities, dimensions and other standards. <br /> 982 Mr. Paschke noted that each case was different, but that they were all required to meet specific <br /> 983 restrictions when making improvements, and that an engineer would determine whether a specific <br /> 984 improvement and parcel met storm water runoff mitigation requirements. <br /> 985 Mr. Johnston futher opined that, while the Commission noted citizens attempting to dictate what <br /> 986 private property owners did on their property (i.e., Har Mar Mall), the proposed zoning language <br /> 987 was doing the same thing. <br /> 988 Chair Doherty recessed the Public comment section for this item at 10:50 p.m., due to the lateness <br /> 989 of the hour, and suggested that it be continued to the July 2010 meeting. <br /> 990 MOTION <br /> 991 Member Gottfried moved, seconded by Member Gisselquist to CONTINUE this Public <br /> 992 Hearing and consideration of this item at the July 2010 meeting. <br />
