<br />2. The Council shall meet at the City Hall, 2660 Civic <br />Center Drive, in said City, on May 21, 1979, at 7:30 o'clock <br />p.m. for the purpose of holding a pUblic hearing on the proposed <br />improvement under and pursuant to the provisions of Minnesota <br />Statutes, Chapter 429, and the Manager is hereby authorized and <br />directed to cause notice of the time, place and purpose of that <br />meeting to be published twice in the official newspaper, <br />Roseville Sun, which publications shall be a week apart, and <br />the second publication shall be not less than three days before <br />the date of the hearing. <br /> <br />3. The notice shall be in substantially the fOllowing <br />form: <br />
