The Council shall meet at the City Hall, 2660 Civic <br />Center Drive, in said City, on July 23, 1979, at 7~30 o'clock. <br />p.m. for the purpose of holding a ~ublic hearing on the proposed <br />improvement under and pursuant to the provisions of I1innesota <br />Statutes, Chapter 429, and the i'lanaqer is hereby authorized and <br />directed to cause notice of the time, place and purpose of that <br />meeting to be published twice in the official newspaper, Rose- <br />ville Sun, which publications shall be a week apart, and the <br />second publication shall be not less than three days before the <br />date of the hearing. <br /> <br />3.
