8

blue storm sewer which we must put in because the county is
up-grading Lexington Avenue. So therefore, the price you're
talking about - the $295 - that's already charged to you. I think
the thing that the Council has to decide now is do they want to
pay in this fund extra money to put in the sections that are
shown in red. We can put in the sections that are shown in red
and you won't be charged any more money. You're already going to
be charged the amount because of the fact that we have to put
in the blue line.

Now, if we leave the red line out - this is the little
short section - that possibly we could do, and if we leave the red
line out on the top we cannot fix that road. We leave that off
at County Road C-2 - we cannot fix that road with MSA funds,
which again we can do with your money - the MSA fund is your money.
Don't get the idea it's a gift from anybody. If you look at the price
of gasoline on that little pump you get that out of, there's a
lot going back in here, but it's a matter of timing.

I think with the inflation now we'd be better to put that
red section of storm sewer in now and pay maybe 10 percent less
than we would two years from now - maybe pay 25 percent less than
five years from now, and like Charlie said, I think this is
probably the time we should do it. In the process of putting that
in we can up-grade County Road C-2 without charging anybody any
money. You ask for Churchill or Oxford - that has to be you. We
had a public hearing about two and a half years ago and the people
decided they did not want any permanent roads in Roseville, so
if you feel you want a permanent road you have to petition for it.
We will take care of any petitions, but the money situation cost
to you on this project is all taken care of by what has to be done
on Lexington Avenue. The other part we would be doing, in my
opinion because it's the most expedient time to do it. We can
put it in - not have to charge you any money for it on assess-
ments. We do use up some of our MSA funds to put in a section
of road on County Road C-2, and I've been on that section and I
don't think it's too darn good the way it is. So personally, I'm
going to vote in favor of the project.

MAYOR DEMOS: I might point out that Mr. Anderson is referring
to lO percent less than next year - referring to inflation. However,
if this is built - and speaking strictly of the storm sewer on
County Road C-2 - along with the (inaudible) it comes cheaper
to bring in the equipment at the same time. The same way with
paving the road in conjunction with others.

COUNCILMAN CURLEY: County Road C-2 won't be up-graded
unless we put a storm sewer in. Nobody wants to spend $295, and
that doesn't come easy to everybody, but in order to get that
street in with MSA funds I think we're going to have to put the
storm sewer in the red area and it seems like $295 over 20 years

(inaudible) are going to be driving over that street and I think
