REQUEST FOR COUNCIL ACTION <br />DATE: 12/20/04 <br />ITEM NO: 6. <br />DepartmentApproval: ManagerReviewed: AgendaSection: <br />� <br />tem Description: Update on the Rose`ville Skating Center/OVAL Refrigeration <br />System <br />BACKGROUND <br />On November ��"� Council authorized staff to proceed with plugging vulnerable <br />tubes in the chiller barrel and attempt to put the refrigeration system in service for <br />the 04-05 season.. <br />Recall, the chiller barrel has 831 tubes and the plan was to plug all of the <br />recommended tubes that had a 70% wall loss and greater. <br />UPDATE <br />The plugging process was completed, but unfortunately, sustaining pressure for <br />any reasonable length of time was not accomplished. Several of the tubes with a <br />lesser wall loss have begun to fail during simulated pressure tests. The unit has <br />not been fully re-assembled. <br />Staff has little confidence with the patch work approach. The Chiller has not held <br />pressure long enough to have reasonable confidence that it will operated <br />successfullyfor an extended period of time. <br />Staff is also concerned about further damage that may occur to other pieces of <br />equipment should the system substantiallyfail while in operation. The Chiller <br />Barrel is only one part of the refrigeration system. Like the air conditioner or <br />radiator of your car; it works with the pumps, compressors, evaporators, etc. The <br />remainder is currently working fine but is aging and will require maintenance in <br />the future that we must plan. <br />Meanwhile, staff has moved forward with a natural ice season at the OVAL and <br />began flooding the skating surface. So far, that process is going okay. This is <br />our first experience with natural ice on that surface. We will keep the Council <br />informed of progress. <br />NEXT STEPS <br />Council indicated a desire to consider creating an OVAL Task Force to address <br />the future of the OVAL.
