year to have a reasonable season of artificial ice, there is no urgency to decide <br />now what direction to take next respecting the Chiller system. Even if the <br />Council were to consider purchasing a new tube bundle tonight, the time <br />necessary to engage an engineer, create bid specifications, solicit bids for the <br />new tube bundle, award the bid, and have the vendor manufacture and install the <br />new tube bundle would take us beyond this winter's skating season. <br />Thus, Staff will proceed to lay-up the OVAL's artificial refrigeration system until <br />the City Council makes a policy decision next year respecting the long-range <br />future of the OVAL. If there are any unusual expenses associated with this lay- <br />up process that may exceed $5,000 and that are above and beyond what we <br />have incurred at the end of previous artificial ice seasons, we will report back to <br />the Council for your information and approval. <br />The next step in the OVAL Task Force process would be for staff to make a <br />presentation to the Council about such a Task Force at your January ���` Study <br />Session. In preparation for the work of such a Task Force, staff would like to <br />engage as soon as possible an engineering firm. For example, such a firm could <br />frame-up the necessarytechnical and cost information relating to alternative <br />refrigeration systems. It could also suggest new and different specificationsfor a <br />replacementtube-bundle should the Council decide to stay with the current <br />refrigeration system. Such information would help Task Force members, the <br />Council and the Community better understand what we are dealing with. <br />Because such a consultant will cost in excess of $5,000, we will bring back a <br />recommendation to engage an engineering firm at your first meeting in January. <br />� <br />
