�-� REVIEW of PROJECT: <br />�, ] Jones Lang LaSalle (Rosedale Center general property ownerlmall manager) has made <br />application for General Concept approval to AMEND the PLANNED UNIT <br />DEVELOPMENT at Rosedale Center that would allow a 132,679 sq. ft. 2-store easterly <br />expansion of the Mall. The expansion would be added to the east end of the former <br />Mervyn's and include 63,679 sq. ft. of shops and restaurants and a 69,000 sq. ft., 14 <br />screen, theater. The project also includes the remodeling of the former Mervyn's <br />structure into additional shops, revised on-site parking, and revisions to the main drive <br />lane (ingresslegress) from County Road B2. The new retail area would be a"Life Style" <br />design, which has no interior mall access, only access from the parking lot, access drive. <br />�� Based on the list of mandatory requirements that trigger an EAW and/or EIS, this project <br />does not require such a review. EQB rules, Section 4410.4300, Subpart 14, B, require a <br />commercial expansion proj ect which exceeds 300,000 sq. ft. to perform a mandatory <br />EAW. EQB rules, Section 4410.4400, Subpart 11, B require a commercial expansion <br />project which exceeds 750,000 sq. ft in size to perform a mandatoryElS. <br />�.� The applicants have used Jordan Creek Mall in Des Moines, Iowa, as an example of the <br />structure they hope to construct (see attached article). <br />�.� The City, Ramsey County and Rosedale are working to complete a pathway system on the <br />south side of County Road B2 that will improve pedestrian access to the mall. This <br />improvement should be considered a component of the transportation renovations, which <br />is part of the Planned Unit Development. <br />�.� PROJECT SPECIFICS: <br />�_ ! In January 2000, the Roseville City Council amended the Shopping Center District to <br />include more detailed site development standards, specifically 24 hour uses within 300 <br />feet of residentially zoned properiy. In addition, as of January 1,2000, the amendment <br />established each site and its existing site plan zoned Shopping Center District as a <br />PLANNED UNIT DEVELOPMENT. In 2004, the Shopping Center zone requirements <br />were amended by ordinance � I��. This amendment redefines the floor area ratio of <br />occupiable building to land area as 1.0. (1 square foot of building to 1 square foot of land <br />area). It also provides for a height of 3 stories above the main entry level. The current <br />proposal meets these requirements. <br />�_�. Rosedale, as a regional shopping center, is broken into numerous parcels which are <br />owned by the major anchors and by the central mall owners. The mall owners have <br />proposed to purchase the Mervyns building and land, then the redevelopment on the <br />former Mervyn's building and land. <br />�_� Rosedale Center has a Comprehensive Land Use Map designation of Shopping Center <br />(SC) and a zoning designation of Shopping Center (SC).
