proposal is considered a major modification to the established (January 1, 2000) Planned <br />Unit Development requiring an approved amendment. <br />5.4 The proposed 132,679 sq. ft. addition encompasses two levels (floors) of new <br />construction. Specifically, the proposal includes a 63,679 sq. ft. two story addition to the <br />east side of Mervyn's that would include a sporting goods store, bookstore, restaurant, <br />cafe, and 12 retail shops of varying size. Proposed above and east of the retail expansion, <br />the applicant proposes a 69,000 sq. ft., 14 screen stadium seating theater. This is a 2 story <br />structure, with the theater component occupying the top (mall's main level) story. At- <br />grade access to the theater is available from the south Mervyn's and east Herberger's <br />parking lot. <br />5.5 In its entirety, the mall has over 1.1 million sq. ft. of building area. The large renovation <br />and addition to the mall (about a 10°/o increase and a 10°/o renovation) will also require <br />substantial site improvements including the following: <br />■ The road entry at Crossroads/Penney's and County Road B2 will be modified <br />within the Rosedale site to include a new island at the access and <br />relocatedreconstructed ring road as it travels east. <br />■ The road entry from the Snelling Avenue off-ramp (eastern most entry) and <br />County Road B2 will be modified to include a new island at the access point and a <br />relocatedreconstructed ring road. <br />■ The ring road from Penney's road entry to Herberger's parking lot will be <br />relocated and reconstructed closer to County Road B2 and Snelling Avenue to <br />accommodate the addition and is designed to include the transit hub and customer <br />traffic. <br />■ The parking lot between Penney's and Mervyn's will be partially reconstructed to <br />accommodate the relocated ring road and new curb islands. The remaining <br />existing paved surface will be re-striped in a north/south direction. <br />■ The parking lot adjacent to County Road B2 and Snelling Avenue (eastern most <br />lot) will be partially reconstructed due to the relocated/reconstructed ring road. <br />New curb islands would be added and portions of the existing pavement will be <br />re-striped accordingly. <br />5.6 The proposal does not require additional public infrastructure (watermain, sanitary <br />sewer). However, existing private watermain, and sanitary sewer will need to be <br />relocated and possibly upgraded. <br />5.7 A storm water management plan encompassing the area of disturbance is required and <br />must be reviewed and approved by the Rice Creek Watershed and consistent with the City <br />PF3608_RCA_GeneralConcept_122004 Page 3 of 20 <br />
