Code. The proposal currently includes a storm management pond adjacent to County <br />Road B2 at the Mervyn's/Herberger's access and an underground pipe gallery system. <br />The pipe gallery system is proposed as a means to meet the development's storm water <br />management requirement and will store undergroundparking lot runoff to eliminate <br />contaminants. Drainage will be disbursed into the existing system via a direct pipe <br />connection. Annual maintenance is required on this new approach to the water storage <br />and quality system. <br />5.8 The plans include the incorporation of a plaza extending from the east unuer level main <br />mall entrance at Big Bowl and Romano's Macaroni Grill, easterly to the theater and on <br />the north side lower level from the mall entrance at Green Mill easterly to the theater. <br />5.9 The proposed improvements will include building materials consistent with the City Code <br />(Section 1010, Design Standards) including brick, stone, rock-faced block, E.EI.S., and <br />metal. <br />5.10 Unique to this proposal is the design of the addition. Specifically, retail shops will also <br />front on (be entered by customers from) the lower level Mervyn's parking lot, including a <br />portion of the lower level of the theater structure. A service/delivery access is also <br />proposed at-grade on the north side of the theater, underneaththe plaza and theater. <br />5.11 The proposal also includes an elaborate landscaping plan that will provide trees, shrubs, <br />and perennials in a maj ority of the newly constructed curb islands and within planters on <br />the plaza. The plan should also include landscaping associated with the storm water pond <br />and within the other newly constructed curb islands. <br />6.0 TRANSIT & PARHING DISCUSSION/IMPACTS: <br />6.1 The Roseville Comprehensive (Section 5, pages 13 — 20) incorporates the Rosedale <br />transit hub and park-and-ride and an integral part of the Comprehensive Plan's transit and <br />transportation system. Major changes or the elimination of this system would require a <br />change to the City's Comprehensive Plan and would require Metropolitan Council <br />approval. <br />6.2 Specifically, Section 5— Transportation of the Roseville Comprehensive Plan states: <br />"The Rosedale Shopping Center serves as a major transit hub for the Metro Council fixed <br />bus routes. The hub was created by the City at the initiative of the Regional Transit <br />Board (RTB) (this since has become Metro Transit). Rosedale is a typical transit hub <br />facility. It consists of a bus staging area, two passenger facilities, and a park-and-ride <br />lot". "The Rosedale hub is the focal point for suburban transit services, and links these <br />services to the two downtowns and to other suburban areas in the regional transit system. <br />This hub is the 5�' busiest in the Metropolitan Area with 536 bus trips daily (2001)". <br />Subsection H(Transit and Travel Demand Management) states: "The Rosedale <br />Shopping Center functions as a transit hub for all MTC, University of Minnesota and <br />community circulator buses. It provides a 300 parking space park-and-ride facility, which <br />although sizeable, is inadequate to meet the needs of transit riders using this major transit <br />PF3608_RCA_GeneralConcept_122004 Page 4 of 20 <br />
