The Public Works Department <br />believes that it is important to determine what impacts our land use decision will have on <br />the surrounding road system. As part of this discussion, Staff to will work with both the <br />County and State to review the traffic impacts and mitigation measures. Staff has also <br />requested SEH develop short-term and long-term mitigation measures for the Rosedale <br />Center area to provide adequate traffic operations both with (Build) and without (No <br />Build) the proposed Rosedale Center expansion. Staff has also provided the model and <br />report to Ramsey County and Mn/DOT for their review and analysis. A meeting with the <br />City, County, State and Rosedale to discuss what impacts the proposal has on the <br />surrounding street system and to identify additional short-term and long term mitigation <br />measures has been arranged for Friday, December 17 and staff will provide additional <br />information regarding traffic at the Council meeting on Monday. <br />PARHING: <br />6.10 Rosedale currently has 5,958 on-site parking spaces and the proposal will reduce parking <br />by 381 to 5,577. However, at the printing of this report the City Planner and applicant <br />had not verified the number of parking spaces required at Rosedale Center by the City <br />Code. The theater proposal is different than retail parking in that it requires 1 space per <br />three seats. It also requires unique traffic roadway management and capacities because of <br />the "surging" by theater traffic at peak time movie showings. <br />6.11 Jones Lang LaSalle has indicated an interest in reducing the City Code requirement of 5 <br />spaces/1,000 sq. ft. of gross leasable floor area to 4.5 spaces/1,000 sq. ft. of gross leasable <br />floor area to be consistent with the current industry standard. Theaters by Code require 1 <br />space for ever 3 seats. <br />6.12 The DRC has also indicated a concern with what happens to the transit hub and park-and- <br />ride with this proposal and a need for both to remain and be incorporated into the Mall. <br />Metro Transit has federal grant funds available that would allow the construction of a 500 <br />space non-exclusive use parking ramp at Rosedale Center. <br />6.13 Current parking at Rosedale is adequate for the majority of the year. However there has <br />not been a code compliance review completed by staff to determine the exact number of <br />required stalls. Similarly, there has not been a determination on whether a j oint parking <br />facility (Section 1018.10) is appropriate or supported under the City Code for Rosedale, <br />the transit hublpark-and-ride, and the proposed theater. <br />6.14 Section 1018.12 allows for proof of parking as a component of a Planned Unit <br />development. Proof of parking is an agreement that describes the required parking and <br />reasons for reducing the pazking requirement and well as demonstrating that space exists <br />to comply with the most current provisions of the City Code <br />6.15 Since the Planning Commission meeting of December 1, the City Planner has <br />determined that in-line stores at Rosedale Shopping Center (less all anchor spaces <br />and the proposal) requires 1,630 on site spaces.
