This Report deals with the <br />49ers. There are 30 city employees in the 49ers' bargaining unit. They perform a variety <br />of maintenance work in the Public Works and the Parks and Recreation Departments. <br />Although city employee wages are provided in five different plans, the City maintains a <br />policy of parity for all employees. According to this philosophy, comparable cost of <br />living increases and benefits are consistently provided to these five employee groups. In <br />addition, the City benchmarks itself with comparable municipalities. <br />According to comparable Stanton V municipalities, the wage increase for union and non- <br />union groups averages approximately 3% for 2005. Staff surveyed 62 communities to <br />gather this data. The survey as well as CPI information is enclosed for your reference. <br />Based upon the comparable data the proposed 2005 compensation adjustment for City of <br />Roseville employees that fall in these five groups will be 3%. The 3% wage adjustment <br />for city staff has been budgeted for the 2005 proposed budget. <br />Description of Proposed A�reement <br />The proposed agreement includes the following: <br />1. The contract term to be for the two years from 1/1/OS — 12/31/06. This will <br />allow both the City and the Union to focus on work for a longer period of time <br />verses always being in a state of negotiations. <br />2. Wages will increase 3% for 2005, effective 1/1/O5, as discussed above. The <br />2006 total adjustment is derived by the average settlement percentage given in <br />2006 to the maintenance union in the five Stanton 5 cities that arejust larger <br />and the five just smaller than Roseville; or what the City Council votes in for <br />City staff which ever is greater. <br />3. Effective January 1, 2003, the EMPLOYER will contribute an amount equal <br />to that being received by non-unionized clerical, technical, professional and <br />
