rental property (between 2002 and 2004 the number of rental property <br />increase over 100�),This is putting a strain on the code staff as well <br />as impacting the City's neighborhoods. <br />The programs that would be maintained include the following: <br />Home & Garden Fair <br />Housing Resource Center Services <br />Ownership Low Interest Loan Program <br />First Time Homebuyer opportunities (similar to Applewood Court but on a <br />site by site level if properties become available). <br />The risk of not supporting housing programs could result in increases <br />in neighborhood blight and decay in the city. This reeults in housing <br />value and neighborhood decline. I believe that investing a small <br />amount with the K� levy up front will reduce the possibility of losing <br />a large amount later through housing value decline. The city has come <br />a long way over the past 5 years to implement these programs and they <br />have been successful.
