Motion carried
6/1 (McKenzie) /0.
Commissioner McKenzie spoke in opposition to providing monetary incentives to the Honorable
Mentions.
Immigration Status Roseville Welcoming Community
Commissioner Venters reviewed his presentation to the City Council regarding recent California
legislation in which landlords are not be allowed to inquire of current or prospective tenants'
immigration status. Commissioner Venters would like a similar provision in Roseville.
Commissioner Venters said the City Council suggested the HRC work with staff to create an
official agenda item for Council's consideration and include corresponding research, sample
ordinance and ramifications for the change.
City Manager Malinen reviewed the City Council's normal process in considering a proposed
ordinance: HRC's purpose for the proposed ordinance; input from the City Attorney related to
legalities and corresponding state and /or federal legislation; comparison of other model
ordinances; preparation of a Request for Council Action, incorporating HRC meeting minutes
and supporting documents. City Manager Malinen offered to work with the HRC to draft a
document for recommendation to the City Council in line with the process suggested by Mayor
Klausing.
Commissioner McGehee volunteered to work with Commissioner Venters to see if other
communities have adopted an ordinance and to work with staff with an outline of what the HRC
was attempting to accomplish, and model ordinances that would meet that criteria.
Commissioner Crump also volunteered to assist.
Commissioner Venters expressed concern about whether he would have sufficient time for the
project.
Chair Delmore suggested that further discussion be held at the January meeting to determine if a
Subcommittee was necessary to further the project.
Commissioner Venters moved, Crump seconded, that during the interim (between the December
and January meetings), Commissioners McGehee and Venters work with City Manager Malinen
to make a presentation to the HRC that they pursue the idea of the City of Roseville passing an
ordinance against landlords in the City of Roseville making inquiries of the immigration status of
current or prospective tenants. Motion carried 7/0/0.
Elect Vice -Chair to the Commission
