Commissioner McGehee moved and Commissioner Venters seconded approval of prizes, as
previously discussed, for each essay contest winner; with two second place winners to receive
$75 /each.
Chair Delmore said funds were to be taken from the 2007 HRC Budget. City Manager Malinen
said he would check to see if that was allowed.
Forum on Race/Diversity Training
Commissioner Venters updated the HRC on his contacts with the Grand Rapids group.
City Manager Malinen reviewed his research on on -line diversity training opportunities for City
staff based on his review of various modules, past experience and use of the modules, and in
consideration of staff time and the cost effectiveness of training.
Discussion included length of training; POST Board certification for Police Officers as part of
their continuing education requirements; rationale for the Grand Rapids two days training;
previous training by the HRC; consideration for specialized peer training for the Police and how
to involve the community in such an opportunity.
Discussion included the importance of group dynamics to determine whether training would be
beneficial; intent of training, whether specific to the Police Department from a positive
perspective or from a perceived need; support from Police Chief Carol Sletner based on the
department's overall training requirements, shifts, and budget considerations; and the need for
cultural awareness and sensitivity for the entire organization.
Discussion included accommodation of shifts for City employees, specifically Police Officers;
community involvement through a forum; advantages of personal interaction versus online
training opportunities; assistance from other agencies and the Attorney General's Office; and
possible vendor participation.
Chair Delmore volunteered to contact Chaska Police on their experiences with diversity training.
Commissioner Venters noted other considerations to be incorporated and volunteered to continue
discussions with Police Chief Sletner, in an attempt to build the trust between the HRC and
Police Department and agreed to work with City Manager Malinen, as applicable.
Commissioner McKenzie reiterated her interest in seeing the Police Officer training involve
group interaction with their peers and community to provide a better dynamic, due to the nature
of the Officer's job in confronting people in sometimes unpleasant circumstances.
Commissioner Oftelie sought a more thorough review of the Grand Rapids training curriculum.
Commissioner Venters volunteered to forward packet materials to individual Commissioners as
well as City Manager Malinen.
